The biggest issue I have with the system is the annoyance of leveling up a keystone on a alt with how high the demand for a 15 is and how low the 5-12 level range is interest wise.
That's a bizarre response. When you enter a raid, you set the difficulty in a menu. That doesn't mean that if you set it to Mythic, you're getting something without earning it. The OP is just asking for the same system for dungeons - choose your difficulty, rather than have to do it on "easy" to unlock "hard".
If they really cared about this they could just make a system where you can only choose a difficulty you have completed before. Ie the highest you've ever done is a 13 that would be the highest key difficulty you could select.
